The game was based on a large map divided into territories. You could take over other territories if you had more of its border space covered with territory you own than the enemy has.
It also had some simple resource management - gold & horses - for a few of the territories. I can't remember how this helped.

It IS Lords of Conquest, a great game (one of my favorites) made better by emulation. The computer still takes tens of minutes to finish it's turn on the hardest level (9) even with max emulation speed set to on.
