Well Anirog made a habit of importing games from germany (Kingsoft), I seem to recall that those games you mentioned are either dutch or german. So I'd have to say he's probably from Holland....and take an outside punt that he's even from Germany.

Petch/Pengo was never released by Kingsoft afaik.

And his name sounds much more Dutch than German.

Just stating the obvious....The name doesn't have to sound dutch or german, for the person to be dutch or german. I'd still guess he was based in either holland or germany regardless of his name.
