Will be this title in the database?

It's an emulator (simulator) like the KIM. Maybe it meets the tutorial game category.

Although it does run on the C64, it does nothing. A quote from the Tommy Tutor simulator pages:
"This emulator doesn't play any games, and the only games it may ever play are those you write yourself. "
