i am not sure where you have installed it, or what you have downloaded.

if you are talking about GBC64 v12 ?.

check you have downloaded the games (650MB), and extracted / copied the games folder from the ISO to your HD.

you must only link the root "games" folder, not any of the other folders A,B,C,D...

you can setup the GameBase "Game" path from the frontend or by editing the paths.ini file.
it should look like this....

[Games]
1=c:\GameBase\GBC_v12\Games
[Pictures]
1=c:\GameBase\GBC_v12\Screenshots
2=
[Extras]
1=c:\GameBase\GBC_v12\Extras
2=
[Misc]
Music=C:\GameBase\GBC_v12\C64Music

Make sure you haven't extracted the games to a double folder, like this...
c:\games\games\

once you have done that, select [TOOLS] Verify Available Files... from the Gamebase frontend menu.

You will also need an emulator setup for Gamebase, or you still won't be able to play any games.

Use the emulator setup wizard, and point it to your emulator folder.

Good Luck!
